Low-Flush Toilet Rebates: Our Flagship Program

Replace Every Low Efficiency Toilet in Your Building. LADWP Covers the Cost.

LADWP's Conservation Incentive Program pays up to $300 per qualifying toilet in multifamily buildings with 5 or more units. For most buildings that covers the full cost, equipment, installation, and removal of old fixtures. Planet Optima handles eligibility verification, paperwork, scheduling, installation, and rebate processing. You sign one authorization form.

Buildings that act now replace every qualifying fixture under the LADWP program at zero cost. Buildings that wait keep paying, every month, for water the new fixtures would have saved.

Does Your Building Qualify?

Each utility program has its own rules. After 500,000 fixtures we know what actually decides it, and it comes down to these four.

  • A Southern California multifamily or commercial property Most multifamily programs start at 5 units. Portfolios are checked property by property.
  • An active utility account Water, gas or electric. The customer of record on the bill is who the rebate pays.
  • Fixtures or systems on an older standard Toilets, aerators, lighting, water heaters and boilers all have funded replacements. EV charging and solar are funded as additions.
  • An owner or manager who can authorize the work One signature is the whole ask. Planet Optima files everything after that.
