To qualify, your building must be in LADWP service territory, have 5 or more residential units, and still operate toilets rated at 1.6 gallons per flush (GPF) or higher. Buildings constructed before 2014 are the typical qualifying profile. Planet Optima verifies eligibility during a building assessment, with no commitment. Check your building's eligibility.

LADWP funds the program through rebates from SoCal Water$mart to meet state water efficiency targets and reduce system demand. The Metropolitan Water District (MWD) co-funds the rebate. For buildings with 5 or more units, LADWP pays up to $300 per qualifying fixture, which covers the toilet, installation, and haul-away of the old unit. Contact us to get started today!

A 100-unit building typically saves approximately $25,000 per year after upgrading to 0.9 GPF WaterSense-certified toilets. Savings scale roughly linearly: 50-unit buildings save around $12,500/year; 200-unit buildings save around $50,000/year. LADWP sewer charges have gone from $5.80/HCF in 2024 to $10.13/HCF today and reach $11.96/HCF in July 2028, which increases the annual cost of leaving inefficient fixtures in place. Modern high-efficiency toilets exceed the flushing performance of the 1.6 GPF units they replace and are engineered to work with older multifamily plumbing, including cast-iron drain lines and legacy flanges. Each toilet takes approximately 20 minutes to install. Our crews install up to 50 toilets per day. A 100-unit building is typically completed in 1 to 2 days; a 200-unit building in 3 to 4 days. LADWP approval takes about 10 business days, and installation scheduling takes 2 to 3 weeks from approval. Contact us to get started today!

In many cases, yes. Buildings that participated in earlier MWD or LADWP programs, including the now-exhausted MWD Pre-1994 program, may requalify for the current LADWP program if they still operate 1.6 GPF or higher fixtures. Yes. Planet Optima also facilitates the LADWP TAP (Technical Assistance Program), which pays $7 per 1,000 gallons of water saved, up to $2,000,000 per project, for water-saving measures the per-toilet rebate does not cover. Properties with common-area turf may qualify for LEAP (landscape efficiency) grants. Affordable housing properties may qualify for CAMR (Comprehensive Affordable Multifamily Retrofits). Yes, but that is not something our company provides. The current full-cost replacement program applies to commercial and multifamily properties with 5 or more residential units. Single-family LADWP customers can apply for rebates directly through SoCal Water$mart, which typically reimburse a flat amount after the owner purchases and installs the toilet themselves.

LADWP does not pay Planet Optima directly. The program pays the rebate to the customer of record on the water bill, and Planet Optima invoices only for that rebate amount, after the program has paid it. That is our revenue. The building owner pays nothing up front and comes out even. We are one of the LADWP-authorized implementation partners. Contact us to see if your building qualifies

Yes. Water conservation add-ons that typically stack with the toilet program include low-flow showerhead replacements, aerator upgrades, thermostatic shut-off valves, and auto-diverting tub spouts. These are identified during the building assessment and, where applicable, are also rebate-funded. Contact us if you are interested in any of these measures.
